मुंबईला पर्याय म्हणून निर्माण करण्यात आलेली नवी मुंबई आता २० लाखांच्या लोकसंख्येमुळे अपुरी वाटू लागल्याने कळत नकळत तिसऱ्या मुंबईची निर्मिती रायगड जिल्ह्यात होऊ लागली आहे. मुंबईपासून जसजसे दूर जावे, तसतसे घरांचे दर सर्वसामान्यांच्या आवाक्यात येतात, असा आजपर्यंतचा अनुभव! परंतु नवी मुंबई घरांची वाढती मागणी आणि तिथे वर्तमानात असलेल्या सुविधा व भविष्यात होऊ घातलेल्या योजनांचा विचार करता येथील घरांचे भाव वाढले आहेत. लोक घर घेण्यासाठी नवी मुंबईला सर्वाधिक पसंती देत असल्याचे चित्र आहे.
नवी मुंबई बिल्डर असोसिएशनतर्फे १० ते १३ फेब्रुवारी दरम्यान प्रॉपर्टी प्रदर्शन भरविण्यात आले आहे.  या प्रदर्शनात सिडकोची नवी मुंबईतील १५ लाखांपासून ३० लाखापर्यंतची घरे उपलब्ध होतील, असा अंदाज व्यक्त केला जात आहे. सिडकोने निर्माण केलेली नवी मुंबई मात्र आता घरांच्या बाबतीत सर्वसामान्यांच्या आवाक्याबाहेर चालली आहे, हेही तितकेच खरे. त्यामुळे सरकारनेच यात पुढाकार घेऊन या किंमती सर्वसामान्यांच्या आवाक्यात आणणे गरजेचे आहे.
१९६० च्या दशकात मुंबईची लोकसंख्या ४० टक्क्यांनी वाढणार असल्याचा अंदाज वर्तविण्यात आला होता. मुंबई सात बेटावर वसलेले एक शहर असल्याने विस्ताराला मर्यादा होत्या. त्यामुळे मुंबईला पर्याय शोधा असे मत त्यावेळच्या राज्यकर्त्यांनी व्यक्त केले. त्यानुसार सार्वजनिक बांधकाम खात्याचे प्रधान सचिव जी. एस. बर्वे यांच्या अध्यक्षतेखाली नवीन शहर वसविण्याची जबाबदारी टाकण्यात आली आणि बर्वे यांनी मुंबईला सहज ये-जा करता येईल अशा नवी मुंबईचा म्हणजेच त्यावेळच्या बेलापूर पट्टय़ाचा विकास करण्याचा प्रस्ताव फेब्रुवारी १९५९ मध्ये दिला. त्यानंतर नवीन शहर निर्माण करण्यासाठी नवीन प्राधिकरणाची अर्थात सिडकोची स्थापना १७ मार्च १९७० रोजी केली. सिडकोसाठी शासनाने बेलापूर, उरण, आणि पनवेल तालुक्यातील ९५ गावांशेजारची ३४४ चौरस किलोमीटर जमीन संपादित केली. त्यानंतर नवी मुंबईचा प्रारूप आराखडा तयार करण्यात आला आणि १९७६ रोजी वाशी या उपनगराच्या निर्मितीस सुरुवात करण्यात आली. त्यावेळी सिडकोने वाशी, तुर्भे, ऐरोली, घणसोली, सानपाडा, जुईनगर, कोपरखैरणे, नेरुळ, सीबीडी, कामोठे, कळंबोली, नवीन पनवेल, उलवे, द्रोणागिरी, आणि पुष्पक अशा १४ उपनगरांची टप्याटप्याने उभारणी करण्यास सुरुवात केली. आजच्या घडीला या सर्व उपनगरांची आखणी पूर्ण झाली आहे. तसेच उलवा, द्रोणागिरी, पुष्पक या उपनगरांची उभारणी दृष्टिक्षेपात आहे.
सिडकोची स्थापना ही कंपनी कायद्यानुसार झाली आहे. सरकारने त्यासाठी सर्वप्रथम ३ कोटी ९५ लाखाचे भागभांडवल दिले होते. त्यामुळे ही कंपनी पूर्णपणे सरकारच्या आधिपत्याखाली आहे. आज या कंपनीच्या ठेवी सात हजार कोटींच्या घरात आहेत. सिडकोने मागील ४० वर्षांत या शहरांवर अब्जावधी रुपये खर्च केले आहेत. विशेष म्हणजे हा सर्व निधी येथील जमीन विक्रीतून निर्माण करण्यात आला आहे. त्यामुळे सरकारवर नवीन शहर वसविताना कोणताही भरुदड पडला नाही.
राज्यात नवी मुंबईसारखे दुसरे नियोजनबद्ध शहर नाही. पंजाबमधील चंदीगडच्या धर्तीवर हे शहर विकसित करण्याचा शासनाचा इरादा होता. मात्र, सिडकोने केवळ सव्वा लाख घरांची केलेली निर्मिती आणि ग्रामस्थांसाठी वेळीच न केलेला गावठाण विस्तार यामुळे नवी मुंबईत आजच्या घडीला खूप मोठय़ा प्रमाणात अनधिकृत बांधकामे उभी आहेत. सिडकोने किंवा २० वर्षांपूर्वी आलेल्या नवी मुंबई पालिकेने या अनधिकृत बांधकामावर वेळीच नियंत्रण मिळविले असते तर हे शहर अधिक नियोजनबद्ध झाले असते. असे असले तरी उत्तम भविष्य असणाऱ्या या शहराला लोक घर घेण्यासाठी पसंती देत आहेत.
सिडकोने वसविलेल्या १४ उपनगरांच्या पलीकडे एक नवीन मुंबई तयार होत असून शासनाने तेथे सर्वसामान्यांना परवडणाऱ्या घरांच्या निर्मितीसाठी जागेचे आरक्षण करणे गरजेचे आहे. सिडकोने मध्यंतरी राज्य शासनाकडे प्रत्येक जिल्ह्य़ात शहर वसविण्यासाठी ५०० हेक्टर जमिनीची मागणी केली होती. शासनाने सिडकोला आणखी जमीन संपादित करून दिल्यास सिडको छोटय़ा छोटय़ा शहराची निर्मिती करू शकेल आणि ते सर्वसामान्यांच्या पथ्यावर पडेल.
रायगड जिल्ह्य़ात सिडकोची हद्द सोडल्यास नेरे, सुकापूर, हरिग्राम, कोपरा, खोपटा या ग्रामीण भागात शेतकऱ्यांकडून जमीन विकत घेऊन अनेक बिल्डर आपले प्रकल्प उभारत आहेत. हेच काम सिडको करू शकते. सिडकोचा विकास हा नियोजनबद्ध आहे. सरकार व जनतेचा अंकुश सिडकोवर असल्याने हा विकास योग्य पद्धतीने होईल. सिडकोने नवी मुंबईचा विकास करताना ४५ टक्के जमीन ही हरित पट्टा म्हणून सोडलेली आहे. परंतु इथे घरे बांधताना अनेक बिल्डर हे नियम पाळत नसल्याचे दिसून येते. त्यामुळे सर्वसामान्यांना परवडणारी घरे देण्याची जबाबदारी सरकारची आहे.
नवी मुंबईतील रस्ते, पाणी, वीज, शाळा, आरोग्य व्यवस्था, रोजगाराच्या संधी, धार्मिक (मुंबईतील वाहतूक कोंडी आणि जागेची मर्यादा यामुळे मोठमोठे बाबा, साधू, संत नवी मुंबईतच आपले प्रबोधन शिबिरे घेणे पसंत करतात), दळणवळणाची साधने यामुळे नवी मुंबईत घर घेणाऱ्यांची संख्या दिवसेंदिवस वाढत आहे. देशात रियल इस्टेटमध्ये मंदीचे चित्र असले तरी नवी मुंबईत अशी परिस्थिती नाही. कारण मागणी तसा पुरवठा करण्यात आजही नवी मुंबई अपुरी पडत आहे. त्यामुळे नवी मुंबईत आता वाढीव एफएसआय घेऊन इमारत पुनर्बाधणीचे प्रकल्प जोर धरू पाहत आहेत. मात्र, सरकारने अद्याप वाढीव एफएसआयचा निर्णय राखून ठेवला आहे. वाढीव एफएसआयचा फटका येथील पायाभूत सुविधांना बसण्याची शक्यता आहे. नवी मुंबई पालिकेने घेतलेला मोरबे धरण, सिडकोने बांधलेले हेटवणे धरण यामुळे नवी मुंबईत पिण्याच्या पाण्याची टंचाई पुढील काही वर्षे भासणार नाही. रस्ते आता अपुरे पडू लागले असले तरी इतर शहरांच्या तुलनेत ते चांगले आहेत. सिडकोने पुढाकार घेतल्यामुळे नवी मुंबईत आता उत्तम रेल्वे सेवा उपलब्ध झाली आहे. त्यातच पनवेल रेल्वे स्टेशन कात टाकणार असून इथून संपूर्ण भारतात रेल्वे गाडय़ा सोडण्याचा रेल्वेचा मानस आहे. संभाव्य आंतरराष्ट्रीय विमानतळामुळे येथील घरांचे व व्यावसायिक गाळ्यांचे भाव वाढले आहेत. येत्या चार-पाच वर्षांत येथून आंतरराष्ट्रीय टेक ऑफ होणार आहे.
रायगडमधील एसईझेड संपुष्टात आले असले तरी सिडकोच्या एसईझेडच्या बाबतीत थोडी आशा आहे. न्हावाशेवा सी-लिंकमुळे मुंबई काही मिनिटांच्या अंतरावर येईल. याशिवाय खारघरमधील ८५ हेक्टर जमिनीवर सेंट्रल पार्क, पोलो ग्राऊंड, वाशीतील आंतरराष्ट्रीय प्रदर्शन केंद्र, मोनो, मेट्रो या प्रकल्पांमुळे येत्या पाच वर्षांत नवी मुंबई हे देशातील सर्वोत्तम शहर म्हणून नावारूपाला येईल, यात शंका नाही. त्यामुळे या शहरातील घरांचे दर काहीही असोत, येथे घर घेणाऱ्यांची किंवा गुंतवणूक करणाऱ्यांची संख्या नेहमीच वाढत राहणार आहे.
