We are currently recruiting for the position of "content quality associate' for our operations in Chennai

The primary responsibility of the role is to under general supervision performs variety of tasks related to content for the ebooks catalog on the Amazon. This could involve tasks such as checking and/or fixing of Metadata , images in the book, checking quality inside the book (content), validate the conversion of the physical book to digital format, perform checks to qualify user experience for content viewing on the Kindle Device and related tasks. The associate will require using of software and /or tools for fix up and data capture on a daily basis.

The tasks will be primarily repetitive in nature and will require the individual to make judgment based decisions keeping in mind the guidelines provided in the SOP. The individual will also need to be able to raise a flag depending on the situation example: tool functionality etc.

Perched amidst sprawling Garhwal Hills, Yamunotri is another revered pilgrim spots in the state of Uttarakhand. It is one of the Char Dham in India and holds great religious importance. Yamunotri is the source of sacred river Yamuna and also the abode of goddess Yamuna. It is famous for its thermal springs, glaciers and scenic locales. According to Hindu mythology, this hilly spot was once the abode of an ancient sage by the name, Asit Muni. Owing to its legendary significance, thousands of devotees visit this silent yet hustling-bustling pilgrimage place. There are a many worth visiting places here, one of the most important being the Yamunotri temple. This temple was built by Maharani Gularia of Jaipur in the 19th century. The shrine is dedicated to goddess Yamuna.

She resides here in the form of a silver idol adorned with garlands. It is believed that a holy dip in the sacred water of river Yamunotri here relieves everyone from a painful death. This is because she is the sister of Yama, the God of Death. As a result, pilgrims visit the place in order to seek the blessings of Yamuna and save themselves from the agony of death. Apart from this there is Surya Kund which is known for its thermal springs.

The temperature of the water here is approximately 190 degree Fahrenheit. Also, there are a number of hot water pools here, which are used to cook rice and potato as Prasad (holy offerings to God). Divya Shilla is a rock pillar here, which is worshipped by the devotees before entering the Yamunotri temple. Other tourist places near Yamunatri are Janaki Chatti, Hanuman Chatti and Saptrishi Kund.

One of the four sites amongst the holiest places, Char Dham in India, is Gangotri. This sacred city is located in the northern part of the state of Uttarakhand. It is known as the source of River Ganges and also the seat of Goddess Ganga.  इसे क्या माना जाए। सरकार ने कहा है कि 22 फरवरी को मंत्रियों के समूह की बैठक में चुनाव आचार संहिता को वैधानिक बनाने पर विचार-विमर्श नहीं हुआ। प्रधानमंत्री कार्यालय में कार्मिक मामलों के राज्यमंत्री वी. नारायणसामी की मानें तो यह विषय विमर्श में आया ही नहीं। वैसे यह खबर मीडिया में आने के साथ ही सरकार की ओर से खंडन का सिलसिला शुरू हो गया था। मंत्रियों ने इससे इनकार किया कि आचार संहिता को चुनाव आयोग के हाथों से लेने के प्रस्ताव पर विचार करने का कोई एजेंडा है। प्रधानमंत्री के बाद मंत्रिमंडल में नंबर दो का स्थान रखने वाले वित्तमंत्री प्रणब मुखर्जी ने कहा कि उन्हें पता नहीं है कि कहां से ऐसे प्रस्ताव की बातें उठ रही हैं। मानव संसाधन मंत्री कपिल सिब्बल के अनुसार अधिकारी मंत्री समूह की बैठकों के एजेंडे में ऐसे कुछ प्रस्ताव जोड़ देते हैं। इनमें कुछ पर चर्चा होती है और कुछ खारिज कर दिए जाते हैं। कानून मंत्री सलमान खुर्शीद के अनुसार चुनाव के बाद चुनाव सुधार पर सर्वदलीय बैठक बुलाई जाएगी, जिसमें चुनाव आयोग द्वारा सुधार से संबंधित प्रस्तावों पर भी विचार होगा और अगर आचार संहिता को वैधानिक बनाने का प्रस्ताव आता है तो उसे एजेंडा में शामिल किया जाएगा। कार्मिक विभाग ने तो इसे शरारतपूर्ण कहा। उसके अनुसार एजेंडे में 30 सितंबर को मंत्री समूह की बैठक में भ्रष्टाचार पर जो बहस हुई थी, केवल उसका संदर्भ दिया गया है। धुआं उठा है तो आग होगी ही पहली नजर में यह खंडन आचार संहिता के पालन और उल्लंघन के निर्धारण की ताकत चुनाव आयोग के हाथों से छीनने की कोशिश संबंधी आरोपों को बेवजह बताते हैं, लेकिन इन बयानों को साथ मिलाकर देखिए तो केवल प्रणब मुखर्जी के स्वर में स्पष्ट इनकार है। नारायणसामी ने जो कुछ कहा, उसे तत्काल स्वीकार करने में हर्ज नहीं है। हम मान सकते हैं कि 22 फरवरी की बैठक में इसका जिक्र नहीं हुआ होगा। लेकिन इससे यह साबित नहीं होता कि सरकार के अंदर या मंत्रियों के समूह की बैठक में इससे संबंधित प्रस्ताव नहीं आया होगा। कार्मिक विभाग के स्पष्टीकरण को स्वीकार किया जाए तो 30 सितंबर 2001 को भ्रष्टाचार के मामले पर मंत्री समूह के अंदर जो बहस हुई थी, उसमें यह विषय आया था। 22 फरवरी की बैठक का जो एजेंडा मीडिया के हाथ लगा था, उसकी पृष्ठ संख्या तीन के पांचवें बिंदु में सरकार द्वारा चुनाव खर्च का भार उठाने का विषय है। इसमें कहा गया है कि मंत्री समूह के अध्यक्ष प्रणब मुखर्जी का मानना है कि आचार संहिता का बहाना बनाकर विकास कार्यो को रोका जाता है। कानून मंत्री द्वारा इस मुद्दे को चिह्नित कर एजेंडा प्रपत्र में शामिल करने के विचार पर उन्होंने सहमति जताई। यह भी सुझाया गया कि विधायी विभाग चुनाव आयोग के कार्यकारी निर्देशों को वैधानिक स्वरूप देने के सभी पहलुओं पर गौर करें। विधायी विभाग के सचिव से अनुरोध है कि वे इस मामले में मंत्री समूह के सामने प्रस्तुति दें। ध्यान रखिए, कार्मिक विभाग ने एजेंडा प्रपत्र में इन पंक्तियों के होने से इनकार नहीं किया। उसने केवल इसका आशय निकालने को गलत बताया है। सिब्बल ने भी ऐसे प्रस्ताव से इनकार नहीं किया है और खुर्शीद ने तो प्रस्ताव आने पर विचार करने का आश्वासन ही दिया। विकास कार्य में बाधक आचार संहिता! वास्तव में आचार संहिता पर राजनीतिक दलों की असहजता आम अनुभव की बात है। सरकार और विपक्ष दोनों के नेता निजी बातचीत और कई बार सार्वजनिक बयानों में भी कहते हैं कि आचार संहिता लागू होने के साथ विकास कार्यो को रोकना उचित नहीं है। इस समय सरकार को कठघरे में खड़ा करने वाले नेताओं की बातचीत को ही याद किया जाए तो इन्हें आईना दिख जाएगा। वर्ष 2000 में केंद्र में राजग सरकार थी। वह आचार संहिता पर अयोग के रवैये के खिलाफ न्यायालय गई। उसका तर्क था कि आचार संहिता संबंधित क्षेत्र के चुनाव जिस चरण में हों, उनकी अधिसूचना जारी होने के साथ लागू होनी चाहिए। उसके बाद सर्वदलीय बैठक हुई और उसमें आयोग के रवैये पर ही सहमति बनी। नेताओं के अलावा ऐसे तटस्थ प्रेक्षकों की संख्या भी कम नहीं है, जो मानते हैं कि आदर्श आचार संहिता के नाम पर सरकार की पूरी गतिविधि को व्यवहार में ठप करना अनुचित है। इसका कोई न कोई रास्ता निकालना चाहिए। आयोग का तर्क चुनाव आयोग का तर्क है कि वह विकास कार्य नहीं रोकता, केवल उसमें नेताओं के भाग लेने यानी राजनीतिक रंग देने का निषेध करता है। आयोग के अनुसार सारे कार्य हो सकते हैं, पर नेताओं को उद्घाटन, शिलान्यास आदि से वंचित रहना होता है। यह कहने में जितना आसान लगता है, व्यवहार में वैसा होता नहीं। सांसद और विधायक निधि के माध्यम से विकास के अनेक कार्य होते हैं। राजनीति के वर्तमान स्वरूप में यदि संबंधित सांसद और विधायक को यह जताने का अवसर नहीं मिलेगा कि उनके माध्यम से काम हो रहा है तो वे क्योंकर उसे आरंभ या उद्घाटित होने देना चाहेंगे। इसलिए व्यवहार में नई परियोजना आरंभ करने एवं पूरी हो चुकी परियोजनाओं के उपयोग की प्रक्रिया तो पूरी तरह ठप हो जाती है। जाहिर है, इसमें बीच का कोई रास्ता निकालने की बात समझ में आ सकती है, लेकिन जिस तरह केंद्र सरकार के मंत्रियों और कांग्रेस पार्टी के नेताओं द्वारा आचार संहिता के उल्लंघन को आधार बनाकर चुनाव आयोग नोटिस जारी कर रहा है, उन पर मुकदमे दर्ज हो रहे हैं। उसके मद्देनजर यह कयास बेमानी नहीं है कि सरकार आयोग के हाथ कमजोर करना चाहती है। मुख्य विषय आचार संहिता को वैधानिक बनाने की है। मुख्य चुनाव आयुक्त एसवाई कुरैशी का कहना है कि आचार संहिता उल्लंघन के मामले न्यायालय में गए तो फैसला आने में वक्त लगेगा और इस दौरान दोषी सत्ता का आनंद उठाता रहेगा। वैधानिकता का जामा पहनाने के बाद आयोग को मामला न्यायालय में ले जाना होगा और उसके आदेश पर ही कोई कार्रवाई होगी। इस समय जिस तरह वह तुरंत कदम उठा लेता है, वैसा नहीं कर पाएगा। आचार संहिता का अतीत आचार संहिता को कानून का भाग बनाने की अनुशंसा वर्ष 1990 में चुनाव सुधार पर बनी दिनेश गोस्वामी समिति ने की थी। वर्ष 1992 में चुनाव आयोग ने ही इसका प्रस्ताव दिया, लेकिन 1998 में आयोग ने ही कह दिया कि ऐसा करना जरूरी नहीं। आचार संहिता इस समय केवल दलों की सर्वसम्मति का एक आदर्श दस्तावेज भर है। लोकसभा के लिए 1971 से इसकी शुरुआत हुई और तबसे इसमें काफी संशोधन-परिर्वतन हुआ है। सलमान खुर्शीद के बयान को आयोग ने आचार संहिता का उल्लंघन माना और एक बार नोटिस जारी किया तथा दूसरी बार राष्ट्रपति के पास भेज दिया। हुआ क्या, यह हमारे सामने है। दूसरे केंद्रीय मंत्री बेनी प्रसाद वर्मा के खिलाफ भी नोटिस जारी हुआ और उनका बयान आ गया। चुनाव समाप्त हो जाने के बाद आचार संहिता के उल्लंघन का मामला भी व्यवहार में खत्म ही हो जाता है। अगर इसे कानूनी रूप देने से आयोग की शक्ति बढ़े तो आयोग और उसके कदमों के समर्थकों को इसमें कोई बुराई नजर नहीं आनी चाहिए। जहां तक न्यायालय में विलंब होने का सवाल है तो आचार संहिता के उल्लंघन के मामलों के लिए चुनाव प्रक्रिया के दौरान विशेष अदालतों का गठन कर इसका हल निकाला जा सकता है। आचार संहिता सर्वदलीय सहमति से बनी और 2001 में सुप्रीम कोर्ट ने इसे उचित करार दे दिया। इसलिए इसके स्वरूप में कोई परिवर्तन सर्वदलीय सहमति के बगैर नहीं हो सकता। अगर कुछ हुआ तो सुप्रीम कोर्ट का दरवाजा खुला है। यानी सरकार अकेले इसका स्वरूप नहीं बदल सकती। वस्तुत: आचार संहिता को कड़ाई से लागू करने की आयोग की पिछले दो दशकों के आचरण से जो कुछ अनुभव मिला है, उसके आलोक में इस पर ईमानदार विचार करने तथा इसमें आवश्यक संशोधन या फिर इसके स्वरूप में परिवर्तन करने में कोई हर्ज नहीं है। लेकिन यह मानने का कोई कारण नहीं कि सरकार का इरादा इतना ही नेक होगा। उसका अपना ही रवैया उसके इरादों पर संदेह पैदा करता है। (लेखक स्वतंत्र टिप्पणीकार हैं)
