2. Eligibility Conditions:- Officers under the Central Govemment or the State Government or Union Territories or Universities or Recognized research institutions or the Public Sector Undertakings or Semi Government or Autonomous or Statutory Organisations
(A) (i) holding analogous posts on regular basis in the parent cadre or department, or (ii) with five years service in the grade rendered after appointment thereto on a regular basis in posts in PB-3 Rs. 15600-39100 with Grade Pay of Rs. 6500/-(revised Level- 11 in the Pay Matrix) or equivalent in the parent cadre or department, and (B) possessing the following educational qualification and experience: (i) Degree in Cil Engineering or Environmental Engineering or Public Health Engineering from a recognized University or Institute or passed A and B examination of the Institution of Engineers (india) in Civil Engineering
(ii) Post Graduate degree in Public Health Engineering or Environmental Engineering from a recognized University or Institute; and
(ii) 10 (ten years experience in Public Health Engineering or Environmental Engineering or Municipal Services in a govemment department or semi-govemment organization or public body including investigation, design, construction, operation and maintenance of water supply or drainage or solid waste management systems and sewerage installations.
Note 1. Period of deputation including short term contract) including period of deputation (st) another ex-cadre post held immediately preceding this appointment in the same or other Organisations or Departments of the Central Government shall not to exceed four years.
Note 2: Qualifications are relaxable at the discretion of the Union Public Service Commission for reasons to be recorded in writing, in case of candidates otherwise well qualified.
List of duties & responsibilities attached to the post of Deputy Adviser (PHE):- Scrutiny of Urban Water Supply and Sewerage Drainage Projects. Solid Waste Management schemes. Assist in implementation of centrally sponsored programmes, appraisal of DPRs, convening meetings/workshops, preparation of technical guidelines etc. Assist in preparing Manuals and code of Practices in the field of Public Health and Environmental Engineering.
3. (i) The pay of the selected candidate will be regulated under the provisions contained in the Dept. of Personnel & Training Q. M. No.2/29/91- Estt. (Pay-lly dated 05.01.1994 as amended from time to time
(II) The maximum age limit for appointment by deputation (istc) shall not be exceeding 56 years as on the closing date of receipt of appications.
(i) Candidates from Public Sector Undertakings should indicate whether the pay scale held by them is on the Central DA poftem or the industrial DA pattern.
(iv) Consultation with Union Public Service Commission is necessary on each Decasion.
Note 3. For the purpose of computing minimum qualifying service for appointment on deputation basis, the service rendered on a regular basis by an officer prior to 1st January, 2016 or the date from which the revised pay structure based on the seventh Central Pay Commission recommendation has been extended, shall be deemed to be service rendered in the corresponding Level/pay matrix or pay scale extended based on the CCS (Revised Pay) Rules, 2016 except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay or pay scale, and where this benefit will extend only for the post for which that grade pay or pay scale is the normal replacement grade without any upgradation.
